Of course I could. Just need proper techniques, plant the shoulder, wrap the arms, drive with the legs. Being a speed bump that makes him go down is still considered a tackle.

Probably not head on but if i could run at him from the side and go low i could trip him up. You stay high you get stiff armed and trucked.
