Are the GM and HC over their head, or did they not get the same sweet expansion draft deal Vegas got?

I think it was a mix of both. They made some odd decisions but also didn't have the deal that Vegas got.

I'll never forgive the NHL for the bullshit they played with the Vegas expansion. It was a disgrace.
