Russell can help run an entire offense whereas Lavine is really just a good scorer. Both have flaws but getting a PG that can pass and run an offense and is a decent threat to score would help out a ton.

They need to just get rid of max players contracts but still keep the team cap. Then the very best players could decide if they want to be greedy or do they want to win. Then I "think" you'd see a better spread of players on each team instead of them joining forces. If guys did take pay cuts to join forces, so be it. Not a perfect solution but I would think it would be better overall.

They'll never do it because they make so much money from the teams via the luxury tax but I like the NFL/NHL's approach and hard capping teams.
